What is the meaning of grammatical correctness?

Usually it means that someone follows all of the generally accepted rules that govern a particular language. For example, in English, there is a standard that says that sentences should not end in prepositions (i.e. *where you at?) is not grammatically "correct" according to the prescriptive grammar of American English.
