Cant turn off hotspot shield!?

ive had hotspot for a while now, no issues in the past. now today i turned it off and that green shield disappeared. however i keep getting this ad bar at the top of EVERY new window that opens. every time i click on a link its there. how do i get rid of it? i can click the X at the top right, sure, but it'll reappear for every window. please help.
