This is not a verified answer, but I may be able to shed some light based on deductive reasoning. The name "new" would represent when people came over from europe and established their new country. I haven't checked, but I ume most cities with the name "new" in front also have a counterpart in europe somewhere. "San", however is a result of the spanish influence in the west coast area dating back to when they had control over most of the states. It is a prefix meaning Saint. This stems from the Catholic religion they practiced regularly.
