Can DMV report you to a Credit Reporting Agency if you fail to renew your registration?

Can a State Dept Of Motor Vehicle ( calif.) report you to a Credit Reporting Agency if you fail to renew your registration after 3, 5 or 6 months or just add monetary penalties ? I mean my car needs to be fix because it failed the smog thats required and its expensive so thats why its taking long (supposed to be renewed by Dec. 8, 2008)
